Car Tax Penalty: Some Bloggers are just "Heartless"

417908-424742-thumbnail.jpg(click on that meany) Well, Jaded JD has this link over to my post discussing what I think is a horrendous policy of the State withholding their portion (65-67%) of the "Car Tax Relief" that will go to all tax payers that pay their bills on time.  JD contends in his post:

But what's surprising is that the source of concern over at Spank That Donkey is that people who pay their personal property tax bill late--we call them tax delinquents--don't get to benefit from the car tax rebate the state pays localities out of state income tax revenue.  Aww, boo-hoo.  People who pay taxes late are generally assessed penalties.  Not only should personal property tax delinquents pay penalties, they should forfeit their tax rebate.  Why should the pool of money available to those who pay their personal property tax on time be used to benefit those who don't pay on time?  That's just silly.

People should pay their taxes on time, and the Govt. should have penalties in place to encourage that behavior. Now having said that, the penalty for filing your Federal or State 1040 form late should not be losing all your mortgage, charitable, personal, etc. deductions!  That is quite extreme.  Plus, my main problem with this is that it doesn't take a "Rocket Scientist" to figure out who is going to have their bills triple.  Those with the least ability to pay.

Kenton, or 750 Volts says thus:

Read the News-Leader article again. The state is still going to reimburse on-time payments. What's the big deal? Your bills will triple only if you're delinquent. For a party that loves "law and order" so much, this argument doesn't quite fit. Pay your bills on time, follow the laws, and your car tax payments will not triple! It even says later that "most residents in Staunton, Waynesboro and Augusta County stay up-to-date on their car tax payments."

 

One of my favorite quotes by Winston Churchill is "A Young person who does not vote Liberal, has no Heart; An older person who does not vote Conservative, has no brain".  I am afraid Kenton doesn't have much of a heart :-) when it comes to the impact of those who can not, or fail to pay this bill on time.

I am afraid that kind of attitude really "smacks" of Tax Collection at all costs!! Surely, if one tax payer gets the benefit of "Car Tax Relief", all should.  The money comes from State Income, Sales, Tobacco etc. taxes in the General Fund which all tax payers contribute....

Not to mention the impact on the localities which have to for go the payments, and then go after the tax payer for payment.  This brings me to the next point.  If the localities share the 950,000,000 budget for Car Tax Relief on a percentage basis, and will get reimbursed as each tax payer pays on time, will not more affluent localities be able to get the "Lions Share", while poorer localities with a higher delinquency rate get less?

STD: Car Tax Penalty Will Impact the Poor

417908-424742-thumbnail.jpg STD got a word in "Edge Wise" today in the Staunton News Leader today.  Yes, I am completely "Up in Arms", about what I think is an example of  a policy that is abusive and completely unnecessary from the our Governor and General Assembly in regards to the "Car Tax Relief Program".

Also, note that I think the "Editor" (don't know who for sure), had an axe to grind in the Bi-Line he/she chose for my editorial..   Get this  "Car Tax again puts Virginian's in a Bind".  Well, yes it does, if you have to pay the "full boat" car tax it will really lay a "whooping" on you, and my contention is that the aforementioned parties are pursuing a policy that is going to adversely effect it's poorest citizens!

Basically, the GA is not going to reimburse any localities for the GA's share of the "Car Tax Relief" if the citizen his or her self does not pay their portion on time... This further burdens the locality in that it forgoes the revenue, and then has the expense of socking the entire bill to the delinquent tax payer.  I think this is crazy!

My editorial:

Imagine being one day late filing your federal or state tax returns and your penalty is losing your mortgage deduction, and/or your personal or marriage deduction, child deductions, and your tax bill subsequently goes from $2,000 to $6,000!

 

That is a little extreme isn't it? Well, I am writing this letter in response to The News Leader article "Stay on top of car tax payments". By Decree of the General Assembly and His Excellency, Gov. Kaine; the Commonwealth of Virginia will no longer pay the "Car Tax Relief" portion of your tax bill if you dare not pay it on time.

 

Who will this policy fall hardest upon? Those of us who are least able to pay, such as a single mother of two, already trying to budget in a 200 percent increase in the price of gas into her budget. How about the elderly on a fixed income, college students, and even our enlisted soldiers, sailors and Marines, who, if married, qualify for food stamps?

 

Governor Kaine has the power of the veto, and could have removed this "car tax penalty" from the budget; and if he really cared about the poorest members of our community he would have already done so.

 

This comes on the heels of former Gov. Warner and his allies in the state Senate increasing our taxes by $1.5 billion last year, while the state actually collected another $1.2 billion dollars in surplus beyond the tax increase! Virginia has plenty of money without having to prey upon the poor or absent-minded citizenry of Virginia!

 

Governor Kaine and the state Senate would have you believe we have a "transportation crisis" in this Commonwealth that only higher taxes and penalties upon the citizenry can solve. That is not a crisis that concerns me, a crisis that concerns me is a government that pays its bills on the backs of those who can not afford pay their own in the first place.
